It isn't an unreasonable way to think- in fact it's the way that I think- "I've been good today, so I deserve a little something." it's just, the little something she deserves should be just that- a LITTLE something. As in one small cookie, a sliver of cake that's eaten slowly so she can enjoy the small piece more. If she's so stuck in that mentality, maybe there's a way you can work with it....
Something with her coffee- could it be a piece of fruit? Or some crackers or something? And if she really wants to reward herself at the end of the day, maybe she could try eating smaller pieces and you guys could work on her eating more slowly rather than eating a larger serving more quickly?
Also, I would definitely put all her sweets in jars that you can't see through and put them in a cupboard instead of in plain sight (if that's where they are). I read once that people snack 40% less if they can't see the sweets and for your mom 40% less might be a decent amount.
